Is the plastic spare key located somewhere in the car? I checked the glove box, I can see an empty fob holder.
You should be able to get individual keys from BMW. Since you only want the plastic spare key and you have the empty key holder already you should have to pay less than $200. Contact another dealership.

I'm going to try that. I meant to say the slot where the key holder goes was empty. So yeah, I don't even have the key holder.
Anyway thanks.

Key holders are just a plastic shell and should be really cheap.

I can get a brand new one from a UK dealer for the equivalent of $12 USD. There are a couple used ones on US Ebay for $20 or less, so don't pay too much.

That dealership is completely wrong and trying to take you for your money... My local dealership charged me $160 for one new key and they programmed it for free. It's wise to have both keys with you when you program, but you don't have to purchase 2 keys.

The dealership matches the key to the VIN on your car to ensure it's 100% accurate.

Valet key was quoted at $80.

For safety measures I would also have them disable the key that has been lost. It should not take more than 20 seconds, so don't expect to pay much extra for that. Also if you have comfort access make sure they assign different personalization profiles to each key, otherwise you will be sharing the same settings (ac, radio presets, mirrors/seats position...) for each key. The last being very common with BMW dealerships.

My 2009 with comfort access came with one key. Found a really helpful guy on Craigslist who sold me a new key and programmed it for $200. BMW wanted $700! Paid a locksmith $49 to cut the metal part. The guy was in Vancouver, BC. Just for future reference, the place that cut the metal portion of the key for me was Abby Locksmith in Abbotsford, BC.

For anyone wanting to DIY programming their blank/virgin E60 Key.. you can use HiTag to prep the key and E/F Scanner to program it to the CAS:
