Lots & lots of small rust spots???

I finished waxing up my car today, and went to feel my hours of hard work. Felt the bonnet, and it was like glass Then comes the bad part....

I find LOTS of small rust spots where my trunk meets the rear bumper! Upon closer inspection, the rust spots extended across the bumper, and around onto the fenders and top portion of all the doors!!! It's as if somebody took a sewing needle and poked the paint a few hundred times! They are very hard to see if you don't look for them, but once you do see them, your eyes catch onto all of them. All along the doors it's more of a black spot, with some rust mixed in.

EDIT: Markymark is correct, it is road tar. I used an exacto knife to carefully scrape it, and yes it did come off. I'm leaving the pictures up so others can see.

I suspect that is road tar, plastic parts like a bumper shouldn't rust.
Try a tar remover (Autoglym makes one). I have some similar looking spots on my rear bumper too

Clay will remove it. Better yet, use plain old mineral spirits. I learned this trick workingin a detail shop many years ago. It will not harm your paint and will remove the tar much quicker and with less work than clay.

Remember to wax the car after the treatment because clay or spirits will also remove all possible old wax.

just cleaned off the same on my friends car..... it was maybe a brake dust that had fried on the car during hot days and high speeds.....
we took it off by Sonax Abrasive Paste. Great job.

Do I just drip the mineral spirits on and wipe off?

Also, any idea where I can pick some mineral spirits??
