Default Light failure problems on 2005 E60 535d

Hi I have been having Light failure problems on my 2005 E60 535d I only recently bought the car and when I turn on the ignition the headlights work fine but when I start the car I get dipped beam failure on both side the LCM had already been previously to me owning it I ordered a new one the same part number as the original and it fixed 1 problem but created another this time involved the turning signal I was wondering if anyone could help me out I have also changed the ballasts on the lights and it didn't fix the problem I also noticed that the IBS sensor has been unplugged I don't know if this affects it or not and I am also lead to belive that the
Previous owner chan​​​​ged the battery in it before selling if this would have any affect as well? Thanks in advance

Your headlights auto-level (dip) when you start the car.

Dimes to donuts you have wiring harness issues (exposed wires) inside the headlight assembly.

I ​​​​done a voltage check on the connector plugs for the headlight and it was reading 14 volts just wondering is that right or is that high as my initial thought was a voltage problem
But I will have a look at the headlight assembly later on and get back to you if i see anything thanks

Umm there's a lot lot more going on inside of the headlight besides simply voltage. Remove the rear cover to see if the leveling motor is even trying to move. I had my headlight assembly connected while sitting up top as the harness reaches that far even. I bet its either the motor or most likely the harness because the rest is mechanical. Disconnect the motor (two screws) and the mechanism moves by hand.

I looked at the lights and there isn't anything wrong with them as I plugged in a different LCM and the headlights worked fine but it moved to light failure to the turning signals for some reason so now I'm just confused with what's wrong?

If you have a bad wiring harness, replacing components won't fix that.

The problem moves around because you probably have exposed wires.
