Your headlights auto-level (dip) when you start the car.
Dimes to donuts you have wiring harness issues (exposed wires) inside the headlight assembly.

I done a voltage check on the connector plugs for the headlight and it was reading 14 volts just wondering is that right or is that high as my initial thought was a voltage problem
But I will have a look at the headlight assembly later on and get back to you if i see anything thanks

I looked at the lights and there isn't anything wrong with them as I plugged in a different LCM and the headlights worked fine but it moved to light failure to the turning signals for some reason so now I'm just confused with what's wrong?

If you have a bad wiring harness, replacing components won't fix that.
The problem moves around because you probably have exposed wires.
