Cops will pull people over for anything, just to check on you. Sometime they will ask you, if you are in register, proof of insurance, probation, or parole. If not, they will give you nonsense ticket. Once my brother has a ticket for having something hanging on his rear mirror.

check this out. they had it in the mbworld.org forums. i was a member there. they had this place selling brackets with thread where u attach it into the tow hook hole. all i could find was this though. this guy made it himself.
I'm a little late to the party, but the item you are referring to is the GoMiniGo plate mount. http://www.gominigo.com/NHLPB-BMW.html I have one on my Z4 and will be putting one on my 535xiT when it comes in. (My current wagon had the OEM mount already installed when I took delivery ) They are easy on and easy off and require nothing other than removing the tow hook dust cover. As the guy mentioned in your link, the home made solution doesn't match the thread pitch and he cross threads it. GoMiniGo had stainless pieces custom made which match the threads perfectly with different length posts depending on the application.

Some people don't like the look of the offset plate, but it works for me.

I don't have a front license plate like many of us don't on the M-kit. I keep getting tickets for that, and in San Francisco they're $100 each! Luckily they're fix-it ones, but I've accumulated a few of them by now. How do you deal with that? I'd hate to hang up the plate on the front.

Move to a state that does not require a front plate or comply with the law or... continue to pay the tickets.
Those are your only options. Sorry.

Didnt read all the replies on the thread, but somehow become friends with a cop form any jurisdiction. Then just have him sign your 'fix it' ticket and mail it in. haha

Must have a plate front and rear in the UK, if not you're fined.

I get pulled over solely because I am ugly. U don't think that's discrimination! I trimmed about 1/2 inch off the circumfrence of my front license plate with a good siscors...then mounted on my M tech front bumper without a bracket with just 2 screws. Fits nicely not protruding into the designed bumper openings. My dealer did me a "favor" by drilling my M-Kit for me when it installed the kit... Very nice compromise.

There's a manual version too I've seen. If I didn't already have holes in my bumper, I'd be looking at these solutions...
