In my experience, they're massively sensitive to the kind of journeys you do. I see 40+MPG on a 100 mile run up to Liverpool almost entirely on motorways and at lowish (70) average speeds. My normal commute hits mid 30s. When my wife borrows the car for her 2 mile urban commute at this time of the year, the computer claims 18MPG. It's currently only averaging 32MPG for which I blame the cold weather, my right foot, and my wife. They just don't like being cold or used around town. I'll be fascinated to see if the LCI version fixes this.

What's to be investigated?

We all know (at least I hope we do) that the DTI tests follow a prescriptive set of cycles which can never be achieved in practice.

To use the DTI figures in any absolute way (rather relatively between models) is impossible on any real world journey.

For my point of view 25mpg is no acceptable for 530d.
I get 23,5mpg(UK) in an extreme heavy city driving, which is close (enough) to official figures.

Dont know what is your "combined cycle" though...

Why would you want to try to get "over" that figure? Surely that would cost you more?

The rest of the site makes interesting reading and I referred to it before I bought my 530d.

As someone has already said it depends on many factors, tyre pressures, ambient temperatures , driving style, road & traffic conditions,etc,etc.

The best figures I have had so far are 25mpg Urban and 45mpg Extra Urban.

Not sure I replicated the DTI cycles but achieved these figures by steady boring driving with a light right foot.

The analogue "econometer" (or whatever it's called) is a revelation to me - You instantly see that with the slightest touch of the throttle, the economy drops to less than 20mpg. Pulling away (even gently) from standstill pushes the needle all the way to the right.

So, in stop/start town/city driving, I am not surprised at all to hear that the OP is getting 25mpg.

On the 100 mile run back home after picking up the 530d, I averaged 40mpg (70mph, motorways). Currently, with mostly short (2 mile) town journeys and a few 15 mile m-way trips per week, I'm averaging 29.1mpg on the computer.

For the record, my 120d Sport (manual), with exactly the same journey profiles, was averaging 33mpg. So, for 4mpg less, I get 3-litre 6-cyl power & smoothness, auto 'box, AND superlative comfort. Can't be bad.
