If its just white paint from the pole itself, then wash the area 1st with soap and water, dry, then you can apply some rubbing compound. Its applied similar to wax. If the rubbing compound doesnt get it all off you can get a bit more agressive and wet sand the area. When your done you're gonna want to repolish and wax the area.

I would opt for a well equipped detail shop that is expert doing micro-refinishing. Essentially airbrushing to refinish the affected area. [Ask for and check references ... even for this small job!]

+1 for some rubbing compound. Autozone carries 3M rubbing compound and Turtle wax rubbing compound. Use a buffing sponge if/when you apply it
