HVAC will not turn up higher than 4th notch?

Hey guys,
so recently its been super cold here, and my climate control will not turn up any higher than the 4th notch. It doesn't matter if the car is warm or cold it just won't blow any harder than the 4th notch you can turn the dial and the light moves but the fan speed does not change, but if you push the front windshield defrost the fan will run on full like it should. Has anyone else experienced this? or know why this is happening?
