Well, it seemed to work, but, I think it was more a function of time than anything.
Started the car, turned off A/C stored in seat memory.
Turned off car, restarted car, no A/C
Drove 10 minutes, turned off car, left for 10 minutes, restarted car, no A/C.
Drove 10 minutes, parked for 3 hours, restarted car, A/C started.
This AM A/C restarted.

I think the logic behind when it stays off vs. when it comes back on is the same logic used for other things like the steering wheel heater, the seat heating or ventilation, etc. The car will remember it's "last state" if you return to the car before it enters sleep mode (about 15 or 16 minutes.)

If you do not want the heater or A/C to turn on automatically when starting your car log into your IDrive menu. Once in your IDrive menu go into the climate menu, in the climate menu you will see the cold or heat setting you have it set to usually shown by multiple blue bars for a/c or multiple red bars for heat. Reduce or increase the bars to where the bar is neutral (white), turn off your A/C and shut off the car. When you restart your car the heater or A/C should not automatically turn on now, this is the only fix I've found to keep it from automatically starting. If you want to run your A/C on cold again you have to go back into climate and set it to blue, but don't forget to set it back to white when turning the car off.
