You can Deffinately get those off. Mask off surrounding area. Start with 600 then 800, 1000, 1500 grit 200 then buff out with some plastix. You could buy a buffing headlight kit from local auto store their like 14-20 bucks. Make sure u get the one with the buffer wheel and pads they usually come with the buffing compound as well.

 

I had the same scratches on my old headlights, I just got the headlight restore kit from Harbor Freight, worked perfectly and it was $10. Only tool I needed was a drill.
