He has kept my premiums at the lowest they can be and still provide me withe coverage I require AND keep my out of pocket expenses low as well.

Close ! Actually this type of physical damage is covered by Collision Coverage - minus your deductable.

Did you file a police report? Many jurisdictions will let you file one over the phone and many insurance companies require a police report or case number if you're going to claim the damage was the result of a 'hit and run'. Otherwise, they'll still fix it, but will consider you to be at fault and that could definitely affect your future insurance rates.
