If it's anything like our gen2 E53s, the inner lamp is DRL and flash to pass when you pull the stalk back. HID lamps have low beams and a shutter to give high beams when you push the stalk forward.

 

so basically i got it figured out, i saw and heard movent and change of light after i changed code in LMA in ncsexpert "PWM_ANST_FL_BIXENON
wert_03" it was wert_04 before after i changed it, now the lights work like they should thanks for all the help.
