Help with a pipe and screenwash???

Hello,
I was filling up the screen wash a couple of days ago when I noticed a pipe that was letting out foam/bubbles. If you follow the bundle of pipes that comes from the screen wash bottle towards the jets, you get to about where the suspension top mount is. The pipe is open, out of the protective covering and freely spilling screen wash over the engine bay????
However it does not squirt screen wash when I use the washers.
I am a little confused can anyone shed any light on this????

Its the air vent to the washer bottle, if you fill to the brim it will do this.
