I cranked it for about 6 seconds then let it sit for about 30 seconds and then tried again, did this sequence about 10 times. The cranking started to speed up the last couple times but it still would not start. I didn't want to break anything so I stopped trying. My battery was dead also so I did all this while connected to my van with jumper cables. I figured I would put a charger on the battery and try again in the morning.
So with water in the gas being the main problem I'm guessing I didn't have to replace my fuel pump and filter but I still have yet to explain the burned rubber/plastic smell. I opened up all the places that have fuses and relays (behind glove box, trunk by battery, hood passenger side under pollen filter) but I couldn't find anything melted or smelling. But I was able to drive home even after that smell so maybe it was just the engine fighting through the water?

Hmm, all I have is WD40, PB Blaster, Brake Cleaner and Carb Cleaner. Any of those work? Do I just take the air filter out and spray in the intake on the left?

no dont spray by the box. ideally you want to spray right into the intake on the motor. otherwise you'll be spraying your maf sensor on the intake tube, which is not a good idea.

I didn't want to mess with the starting fluid. It still didn't start this morning so I had it towed to the shop where I got the bad gas from. I'm anxiously awaiting to hear what they find out.

Your battery should be at 12.4v or higher. Weather that cold will make a weak battery worse. Have
checked at a battery place. The rubber smell might be the serpentine belt shifted and rubbing. This
might be inter-related since the alternator is in the loop.

Got it back just now and it seems fine. Shop said they blew out the lines and filled it up with gas and then it was fine. I'm still a bit skeptical that something else is wrong but time will tell I guess. Thanks for all the posts and response in this thread!! Hopefully this will help the next guy who gets water in his gas.
