Fuel Pump Operation

Hi All,
I have done some research on the topic and I have changed the fuel filter assembly out on my 2005 525i (M54 engine).
My 1st question - when does the electric fuel pump start running?
My car will not start and I cannot hear the fuel pump trying to run. I have heard the fuel pump starts to operate (and you can hear it) when you open the driver's door. Well, I have opened the drivers door and kept it open, put the key in the ignition and turned the ignition as if to start it. I cannot hear the pump by the wheel at all.
2nd question - I changed my fuel filter only 6 months ago. Do I still need to change the fuel filter if I am changing the fuel pump?
