Wheels that are heavier or with larger rotational mass require more brake force to stop. The design of the wheel may have some bearing on airflow and on how brake pad dust is dispersed.

+3 on getting a good set of dustless pads. Made my life with 166's a helluva lot easier when I switched to carbotech bobcats. Virtually dustless. Now the only dust I bitch about on a near constant basis is just the crap in the air
