First mod advice?
35% is too light, i had it on a previous car. i have 20% now and it is fine, though if you are in the country boondocks where there is poor lighting, sometimes you might find yourself rolling down your windows to see around corners and such. it is actually a very tolerable level of tint in the city though, day or night. i highly doubt any cops will care if you had 20% over 35%. 20% is not legal here either.
In order of most noticeable improvement
35% tint, HID's then AE's.
1 did 35% on the sides and 20% on the rear windshield on an all black interior and it looks awesome and its 100% legal i.e. no issues with the yearly inspections in MA. and no it does not look weird at all.
window tinting first...at least 20% if your interior is tan, like mine or 35% if it's dark interior
HID fog next and may be upgrade the headlight to either 6000K or 8000K to match the fog (John should be able to help you out)
AE last unless you get the Orion...lots of love for AE upgrade here but it won't be as bright as you would like it to be, especially in daylight

I would go first with tint. I have 35%, with black interior it is dark enough from outside and I don't have to roll my windows at night making turns... Plus it is the most noticeable mod....
