Fan not coming on and overheating

Default Fan not coming on and overheating

2008 528xi Fan don’t come on but it will come on if you turn on a/c or if you unplug coolant temp sensor I replaced the sensor and still got nothing

You need to look at the codes to figure out what's going on. Possibly troubleshoot in INPA. That can be caused by anything on the cooling system

what would be the best but cheaper inpa to buy for my car?

Google Mikes easy bmw software tools, install it and purchase a K + DCAN cable
