Saab is owned by GM, and Volvo is owned by Ford. I mean, with the big three being in so much trouble, wouldn't it make sense that we buy American cars? In effect by buying Saabs and Volvo, the CO police are buying "American" cars.

This could have either been a seized car (probably from a drug dealer) or someone illegaly outfitting their E60 like a police car. I believe that most seized luxury, foreign cars are used as part of drug undercover operations in the USA and I highly doubt that they would fit those with lights and sirens as they may tip their targets.
