Found these on another website....looks like a seized Fairfax County, VA cop car to me.
I was scratching my head on how it would be possible for American police to own foreign cars here and then a light bulb went off:

Saab is owned by GM, and Volvo is owned by Ford. I mean, with the big three being in so much trouble, wouldn't it make sense that we buy American cars? In effect by buying Saabs and Volvo, the CO police are buying "American" cars.

That's only if they use federal funds to help purchase the car.
