In order to be able to program you need to have "Auto Climate" like in the second pic you have circled. The first is just a plain old climate control without any Auto function.

Hmm is it way different on the 7 series? My friend told me he can set a timer and the engine will actually start running and heat the car. Not sure on the exact model though.

On REST: There is a button for this on the E60, if you look at the pic of the auto AC panel, the middle round portion of the right-hand temp adjuster is that REST button.
Pre-set ventilation: I think every E60 has it, at least every one with auto AC. I don't think it consumes a lot of energy.

Also the ventilation function must use a lot of power to run the fan system for up to 30 minutes. My manual says to only use the feature once between car startups to allow for battery charging.
