They can't fine you according to your income, because they simply do not know what your income is. They can only do this to German citizens.
Running out gas is true, but only if your gas meter is working (dumb law, i know, but if you can prove your gas meter is out of order, they rip up the ticket).
Oh, and IF you get a ticket, be prepared to pay on the spot. They can not collect tickets from foreigners from outside of the EU, so you'll need to pay immediately.

This can only be done in court by a judge when you are doing something "highly" illegal, such as hit 'n run, etc.
Non German citizens pay on the spot and fines are doubled! Doubled because they can't take away your license and points don't affect you in your home country..

First, it simply doesn't work here!
Different frequencies and some systems are not working by radar here in Germany, so they can't be detected by ANY device.
Second, as mentioned allready, it's HIGHLY illegal. It is considered as having the "intent to brake the law".
Some rules:
Highway
Use the right lane.
Overtake on left only.
Distance to the car in front of you has to be half of your tach in metres (100 Km/h = 50 metres).
No talking on cellphones while the key is in ignition. Hands free devices/Bluetooth headsets are legal though.
Watch out in construction sites. That's where they often set up radar traps.

IF you see one of those:
Right turns on red are legal IF you STOP (all wheels full stop) at the sign, and then drive slowly forward after making sure there are no pedestrians. Before entering the street now you have to yield, maybe stop again if there's traffic coming.
Most people just drive through, therefore those signs are pretty much history.

At one intersection near my home they removed it allready and some people didn't notice it's gone and drive through.

I would suggest starting in Paris then over the highest bridge in Europe "Viaduc de Millau" see the gorges du verdon, and take the coast-road from st tropez to Monaco, then St.Gotthard pass (not the tunnel)to germany.
