well I gess it did buff out just because it was not a scratch, but traces of white paint from the other car

I would define the damage as "scratch" if the paint of on your bumper was damaged or removed. then only a repaint would fix it

I had some f****ng idiot gas station worker "wipe clean" my headlights and he actually left scratches on the bumper that are so deep that they can be feeled with the fingernail
