just found out that when you take the vac pipe off the actuator it stops hissing, then starts 5 seconds after pipe is reconnected . . . . . . faulty actuator maybe ???????

Sound like the diaphragm is split before you can hear air leaking out. The actuator will fail in the safe position i.e you will get no boost pressure. They must have damaged it while fitting your new turbo. Deffo take it back to the garage.

Quite hard to damage these unless they have wound off the tension on the rod. Doing this will twist the diaphragm inside and can split it.
