It's not the smudge on the inside, it's definitely on the outside. Just use some sand paper and sand it just like achtung described. Your headlights have some oxidation also where the eye brows are. Do what achtung described and it'll look like new again

do what everyone else has said...sand with the appropriate sand paper grits, and clear coat...clear coat is a must, most people just sand and buff.. thats fine, but it wont last long, clear coating it will make it look like water is on it, protect it longer and wont come back after a few months.

This is the first time I've heard of clear coating the headlamp cover. Never would have thought of that.
I've got the hazy look on my covers and at the eybrow too. Will have to give this a try.

I went out and bought a lens repair kit that had all the sand paper and everything. I took a flashlight and inspected the lens and I swear the damage looks like its on the inside. It feels super smooth also. Ok so I use the lube and the coarsest sand paper and sanded for a while, then on to the next sand paper down to the finest sand paper.
It looked like the damage was diminishing, but when I finally finished and wiped off the lube, the lens looked and felt exactly the same as it did before I started.
