Can the passenger air bag be disabled?

Can the passenger air bag be disabled?
My son is 11 years old and the law here dictates that kids can sit in the front seat only if the front air bag can be switched off or temporarily disabled.
I have a 2004 545i, can this be done?

Doesn't your model year have the auto occupancy detect in the front seat? Not sure about 2004, but my 2006 has an indicator light where the sun roof controls are that give a hint.
