its a brake fluid change; like an oil change.
the theory by BMW is that atmospheric factors somehow over time evaporate the amount of brake fluid or somehow adulterates it and the recommended interval is there for changes.
I just had mine done

If your brake fluid is "low" it means you need to add fluid, if your due for an brake oil change it will be listed in your iDrive service menu. Check the service menu of your iDrive and see if your due for a change. If not, then lift the hood and look at your brake fluid resivour, you should be able to see if its within tolerances. If not just add the proper fluid.
One thing to note, if you add fluid you want to add the very minimum to get you back in tolerances, as typically as your pad wear down your fluid level also goes down. So if you fill it to the max and then when you do pad and rotors you'll probably wind up with excess fluid if you dont plan to bleed the brakes.

Yep, probably time for a brake job, sounds to me like your pads are getting close to worn out and your fluid is low as a result. I would take it somewhere and have them take a look at your pads, or you can do it yourself.

Any idea how much a brake job costs out of warranty?

The two yearly change interval isn't because it evaporates. Its changed because brake fluid is hydroscopic and will absorb moisture from the atmosphere, this has two results your brake fluid becomes less effective in adverse temps as it heats up and the water can also causes corrosion in the brake system.
