They [survey folks] always call me after the service has been performed.

+1
If you were the owner of a business, would you want your customers to come to you or to go the the corporate office? How would you handle a customer who by-passed you and went to corporate??? Think about it.
+1 definitely try and work it out with the service manager first. if he fails to help you, go corp.

Have you talked with your local service mgr or the GM of the dealership? If you have not, BMWNA is likely to tell you to follow the chain of command.

Well considering bmw service usually does the survey, I just happened to not hear from them this past time or atleast yet and wanted to give my results of a bad experience. I would not say that is going over anyones head since they usually call us to request this information dont they?
I have heard dealers do not like to get 1's across the board do they
