Just saw this on nhtsa.com
PLEASE NOTE: Due to a lapse of Federal Government funding, NHTSA is unable to post any new recalls after close of business September 30, 2013. Recall searches will remain available but are only current as of that time. Consumers can continue to file safety defect complaints via this website, but they will not be evaluated by NHTSA staff until funding and services are restored.
the recall is expected to begin october 2013. i wonder if the closing has something to do with my situation.

Interesting have you received a letter from BMW? Typically you get a letter from them. I also called the dealership and according to the SA I was told they haven't received any parts for the recall. He was saying it could take up to 2 months for them to receive parts wth?

My 2010 528i falls within the range on the notices. I called the local dealer and they said my VIN is not showing up in their system for this recall. Then I called BMWUSA. They also looked up my VIN and told me my car was not affected by the recall! It appears that they are choosing some and not others. They did tell me to go back to the dealer and have them inspect it. I've looked at it myself already. The plastic connector housing is melted where the ground connector is from the wiring harness side. The wire and connector can just turn, since the plastic is melted and black.
I'll go to the dealer tomorrow if the Service is open. I'll post an update after I do that.

Haha, this is ridiculously easy to fix yourself for a couple bucks actually. Basically just add a ground wire from the lamp holder to the chassis ground on the car. Bam, done in less than 10 minutes.
