My Ride: 2008 535i: June 6th start build, complete June 17th, at NY Port July 5th, at dealer July 10th, took delivery Friday July 13- Plantimum Bronze/Natural Brown Leather/Light Poplar, Sport Package, Sport Auto, Active Steering, Premium Package, CWP & PDC. Dinan Performance Software 384hp & 421 ft/lbs.

I noticed it first last night. I was using the steering wheel paddles (the left one) and it wouldn't shift up or down until the chime ended. Could be coincidence, could be a new bug as my software was updated last week when they changed my SMG control module because of starting/ won't go into neutral trouble.
I haven't driven during the "top of the hour" yet since last night, I will try to duplicate this at lunch time.

Just remember not to pass when that clock strikes

Seriously now, I will try to set the clock to a minute before hour, and see if this is applicable to my car.

It appears its not related to the chime as I drove at lunch and was able to shift during a chime. Last night I was in 5th and went to shift to 6th by using the left paddle and it did not change, I upshifted and downshifted the paddle but nothing. Coincidentally a little after the chime stopped it returned to normal. Has not happened again, yet.

At the time of the malfunction I was only hitting the left paddle. The malfunction lasted only 5-10 seconds. I have not been able to reproduce it again. If it happens again I'll try both paddles and the stick shifter.

So far so good. It was about a weeks time between malfunctions, I have a few days more to go.
In spite of all this crap I love the car and the SMG. My friends now call it MSG though.
