A good driver would turn both off. DTC would be better than DSC though.
The manual is very vague on what happens. From talking with BMW personnel, the best I can determine is that using only DTC provides for stability (yaw) control, as does DSC, but provides less traction control--rear-wheel control, through engine management, upon acceleration-than DSC. I always turn one or both off (usually both) if I am not going to be on a freeway/highway (or if I will be taking curves at somewhat high speed). On a freeway/highway or with somewhat fast curves, I leave both on. My main concerns are safety at high speeds/in curves and not having HP reduced upon acceleration. Maybe someone else can provide additional clarification on how DSC and DTC work.
I am guessing he meant .2 seconds, but who knows what he meant for sure.

no no... mos def not 2 seconds... that's a number that doesn't make sense... just that even though the bmw factory specs out ~.3 sec to 100km/h, the first real-world review of the 550i i've read (reviewed by a consumer who owns an e39 m5 and e60 545i manual which provides a good reference point) reflects that the 550i may be faster than the delta (from a 545i) in the factory specs would indicate
