So everyone, when I get a more reliable internet connection I will browse through my German UGB (Umweltgesetzbuch // Environmental Law Book) to illustrate the requirement for rubbers to be recyclable.

It was part of sweeping environmental reform that stems from the Chernobyl disaster that created a political mandate in Germany for "Umweltschultz" and they came up with a lot of insanity here. I'll find it -- but I am no native German speaker, it is my second language so give me some time on it. Legal German is like legal English, just more complicated and intricate.
