Went back to the car, unplugged the canister and measured the resistance. My multimeter shows 0.9 Ohm and INPA confirms that.
So it would suggest that the new canister is also bad. I will try connecting a known resistor to the plug and then I'll measure it again in INPA. Maybe the SBSL is mis-interpreting the resistance value.
