2001 530d m-sport power loss

i have a e39 530d sport auto, it's down on power as in it's only producing about half of it's potential power, have put it on the diagnostic machine and have no faults, was in the live data checking all the sensors, air flow etc and injectors and high pressure pump, all readings were perfect, there is no air leak into or out of then engine, it has a new turbo and 2 cats fitted with full service and oil breather assembly and filter on top of rocker cover also changed, there is no block in the intercooler or exhaust either and there is no smoke from the back. any ideas or experience with this problem u have had i would appreciate any help given! thank you
