'06 E61 High Beams & Angel Eyes

Hi Guys;
Two issues...
1. On an '06, there is no iDrive option to turn on the angel eyes or daytime running lights. My Dealer turned on the (high beams at half brightness) daytime running lights but tells me he cannot also turn on the angle eyes with the daytime running lights. This sound right to you?
2. Also, my high beams (inner lights) are NEVER on, except as half brightness daytime running lights. Is this right? Shouldn't they come on when the Xenon high beams (outer) come on?
