That compartment is ther on German spec E60's.
The switch tucked in is simply out of the way. It seems this is made as a safety feature, that you don't crash your kneecap in case of an accident. I decided to leave it in there. It works and is out of the way.

We should understand that E60 in US is cheapest compared to the rest of the world. That's why BMW try to cut some corners here and there. I feel very symphathy with non-US owners - they had to pay for high price for both car and gas. US owners are spoiled. In the case of Iceman, that's price is a fully loaded "emmy" in US.
