I'd say maybe... 
My bet is that some dealers will warranty it with no questions asked and others will want to know more about what may have caused the foam to come off. For example, if the mats were cleaned with some harsh chemical or with some machine, etc. they might claim that it's not under warranty due to misuse or something.
Again, your mileage may vary -- hopefully you're dealing with one of the dealers who will simply take care of you and keep you happy...regardless of what happened.
