Cold Starts with Rough Idling, Engine Surging

I have another question to ask you guys....
We've been having a lot of cold weather here in the South and I've noticed many more rough starts in the morning when the engine is cold. The engine sort of hovers below 1K RPM and I hear it struggling for the first few seconds. Then, there's a surge up to 3k rpm after which it settles down to a rough idle for a few more seconds.... There've been no backfires or pings on the engine but there are surges when the engine starts off and I feel like this is related to the SIB that we've described here before with the valve, etc....![Wassat](https://5series.net/forums/images/smilies/imported/wassat.gif)
I took it to my SA who said that they could not "replicate the problem..." Another example of BMW's alleged maintainence free plan failing miserably....
I'm having this flashback of having to fight with my SA again but I really don't want these rats messin with the car unless it is absolutely neccesary...what do you experts say.....
Should I take the SIB and re-edumacate these yehoos????
