anyone know if it applies in Canada? And will it apply if the deal was signed in November for february delivery?

This is just like holdback for dealer from manufacturer. It'll be transparent to the buyers, so don't expect any discount from greedy dealers.

You are not that far from the truth. A 535 with same Turbo R6 motor as the 335 will have is upcoming here in EU and it will most probably replace the 540i. It sounds resonable that it will be introduced this summer.
