I switched to the AT&T network (3G) in the fall. I had been using Verizon.
I travel a -ton-, and my company uses AT&T, so I have to talk with people all over the country between AT&T handsets. The service is -miserable-. I have ~5 dropped calls every single day. In some cities, it's far far worse.
Be very very cautious about moving from Verizon to AT&T. The iPhone has crippled that network.

Not quite. The option rather than a fixed plan is
"Pay Per Message Sent/Received ($.20 Text)
Since the wife will not use the feature even if
it's on it still will cost zero or very little.

Verizon does have better service.
I do have an iPhone but the reason why
we are making it a big issue is because
it's a legitimate issue that we wish we
didn't have to deal with.
But as I said my wife does not want an iPhone
and the phone she has now is dropping calls
like mad so she's sick of AT&T.

Since you said she wants a "PHONE" and NO data plan that rules out the wild collection of devices that do everything else (Touchscreens like DARE, RIM-Crackberry, ETC).
If she like the MOTO Razers and probably is familiar with their interface nearly every cell service provider offers the latest phone models by Motorola. And, in my experience, they are generally problem free for BT (pairing) with BMWs.
I just went with a Windows Mobile Device - and sorry to say - I HATE IT! The touch screen is intended for someone with very very very tiny fingers and it just seems like WAY TOO MUCH 'STUFF' on a small device.
As for reliable service my vote is Verizon!
