Not to beat this subject to death but I can now confirm that this signal strength is for the BMW Assist cellular phone and not GPS.
I just drove my car through some areas where cellular coverage was non-existent. Throughout those areas, GPS worked fine but none of the three cell phones I had with me worked at all. Throughout those areas, the bar graph showed no bars.
Also, in case that's not enough proof, I specifically asked the BMW delivery specialist at the performance center about it while I was getting my car. She said the same thing -- cell, not GPS.

For US users with Assist, it will pick up Verizon and/or their partners (CDMA/AMPS)... So the signal strength will reflect Verizon's coverage in any given area.
WHY BMW couldn't allow for a "Delete" option on Asist to ensure Bluetooth had no issues I will never know...!
