My guess was good because I had exactly the same issues in my E60 4 years ago prior to replacing the TCU. BT enablement was a huge topic on these forums in late 04 and early 05 with some of the early members being the test specimens for getting the set up right. My service advisor actually was reading E60 forums to learn how to enable BT since BMW was not willing or able to help them.
I would argue that had they been reeding the Service Bulletins they should have known the TCU was the issue. I would ask for a reduction on the programming labour. Remember, the replacement of the TCU may require a full reprogramming of the car which can take anywhere from 4 to 8 hours.
