I'm not 100% sure of the specific light you're referring to. It would help to know the year, make and model of your car as well since the door panels changed with the LCI.
A picture of the exact light would help. Also, it's possible that the bulb you're referring to is an LED (which isn't as likely to burn out) and is simply not connected properly or something. Often times, if work is done on the car that requires the removal of the door panel, the person doing the job may forget to reconnect things...

Sorry. It is an 04 645. The light is the one that outlines the on each side of the BMW on the bottom of the door jam. I am just not sure what to pull off to get to the led or light. It is not in the door card it is on the bottom of the door jam and only visible when the door is open. Thanks for the help.

the whole trim comes complete with the lighting device etc.
iv got a couple of m6 ones at home that got replaced cause the lights failed

Here are instructions for removing/replacing the footwell lights including the one at the bottom of the door -- is that the one you mean?

Oh I see, you mean the illuminated door sills...
On the 5 series, I think it's an accessory (not standard) but I'm not sure about the 6 series. Either way, here's a document on how to remove it. I would imagine that the removal instructions would be the same for the "normal" one and the illuminated one. The special tool required is simply a plastic wedge. You can get something similar at a local paint/hardware store -- just look for plastic putty knives, etc.
I'm thinking that once you remove the door sill, you'll be able to see if there is a replaceable bulb or some loose connection...
