Does the e60 M Tech front and rear include everything for mounting it? Also are there directions?

Once you see the bumpers, you can see where the holes are for the mounting and it's pretty self-explanatory how to take them off. However most shops do the work for you and install them for you as well.

The parts included are everything you need.
