Finish means "High Gloss, Gloss, Matte, Flat etc..." you can even do a "wrinkle" finish.

Black chrome is NOT a powder coating process. In fact, chrome wheels are dipped and heated. Are you sure your wheels are "black chrome"? From what I see in your sig they look high gloss black... black chrome still looks like chrome, but darker in tint.
Each wheel was actually powdercoated twice..."chrome" colored powdercoat base layer with lighter layer of black over the top to give it that effect. They appear almost chocolate brown at times or even a deep egglpant color at times depending on the lighting and many times just black ...on a gray/overcast day (as in the pic) they look really dark black
