nah, an idea is more of an actionable thought. difference:

a thought: Those rims would look nice on my car.
an idea: I should get those rims for my car.

you can put a thought in someones head, but technically it is up to them to develop an idea in most cases. If the OP is going to take the thought process into the development of an idea that is worthy of requiring no more thought or idea development for the party the idea is being presented to, then the idea is worth more then the thought alone.

obviously the rims is a bad example because everyone has different taste. saving a life would be better:

thought: wow, he is dying, we should so something. his arm is severed and he is going to bleed to death. (worth about 2 cents)
idea: i will put a turnakit on his arm to slow the bleeding, you call 911. (worth a lot more then 2 cents)

BTW, this is where JROWE comes in and tells me that i have an answer for everything

Does the brightness of an idea affect its price? you know, like brighter angel eyes are more expensive...
