no sorry not unlocked, its the newest version, i had it with att.. in the next few weeks the unlock comes out for it.
and for the shipping I have no idea.

FYI 4.1 jailbreak and unlock is possible. Just downgrade your firmware while you still can (Google for TinyUmbrella). Then use PwnageTool to jailbreak the OS and install it. When installed, run existing version of ultrasn0w to unlock.
