the link you posted for the umnitza lights are for pre LCI, the lights he has for sale are LCI...

Member BenAnd has successfully retrofitted these lights. Here is a link to member Rootkit's retrofit:

If your car was produced after September 2006, you don't need a new light control module (LCM). Just programming. If produced before, you need a new LCM, and programming.

No matter the year of your car, you need LCI taillights to complete the retrofit. Here is the pdf for retrofitting using the kit:

Depends what you mean by local ? If you're around Houston, I could meet you up. Shipping is cheaper to San Antonio too, if you aren't coming my way.
