Saw an E90 with the pre-LCI front grille. Are they still manufacturing pre-LCI E90?

If you mean you saw that E90 in the factory photos, no, they are not still manufacturing the pre-LCI E90.

My visit to the factory when I was allowed to take photos pre-dates the E90 LCI.
