I think the cop was exaggerating the fine structure for reckless driving. Below is the text of the California vehicle code that pertains to this situation:

Motor Vehicles pursuant to subdivision (a) of Section 13355.
(3) Upon a conviction under this subdivision of an offense that
occurred within five years of two or more prior offenses resulting in
convictions of offenses under this subdivision, by a fine of not to
exceed one thousand dollars ($1,000). The person's privilege to
operate a motor vehicle shall be suspended by the Department of Motor
Vehicles pursuant to subdivision (b) of Section 13355.

It also always helps to have one of the "get out of jail free" cards that they give out in NJ if you're friendly with the police. That has gotten me out of a 50 in a 25 (which ironically, I was on my way home from best buy because I decided 'you know what, a radar detective is just too expensive and I don't need one', needless to say, I turned around and bought the radar detector.) and a 95 in a 65 (on the turnpike, early saturday morning, no traffic, WITH the Solo S2).

I got a 100+ ticket once. It was when i had my old e34 530i - I still love the e34, if i had enough money, I'd buy the old e35 M5 and restore it. Anyways, I had my license suspended for a month, no traffic school, and I got 2 points. I went to court to fight the ticket but couldn't talk my way out of it. I asked that the fine at least be lessened. Originally the ticket was $580 but the judge pushed it down to $280 for me since I said I was a student at the time and would appreciate a break. That ticket just fell off my record about 11 months ago so my record is peachy clean again - finally. Good luck to you though, hope it doesn't end up costing you an arm and a leg.

Being an American currently living in Europe, I really do appreciate the driving here, in Italy. You havent driven until youve driven in Naples!
