How to obtain a UK registration number?

Does anybody know a way to obtain a UK reg that has already been issued? Or at least a way to contact the owner? Maybe a friendly policeman that is willing to look into the system..

Get in touch with one of the companies that sell registrations they sometimes have the reg you are looking for. Also some of them will try and track down the number and try to buy it and then offer it to you.
