Could you ( US guys ) explain this USPS details for me please

OK , without mentioning names here since it a bit early for that ...
I'm waiting for a shipment which is coming from US ,
the USPS website says " Electronic Shipping Info Received on November 16, 2011"
then " Processed through USPS Sort Facility on December 03, 2011, 10:44 pm SAN JOSE, CA 95101 "
and then they have shipped it overseas the next day ,,, so there are almost 20 days gap from the first record and the second record ,, who's mistake in this case , the seller or USPS ..
funny though , the shipment didn't arrive till this moment , and my post office can't trace the shipment since it didn't arrive yet ..
also , i'm not able to find any email address to contact USPS for more information about the shipment ..
any advise is highly appreciated ..

That is impossible to say. It could be that the sender generated the electronic shipping label but forgot to give it to USPS. Or it could be that he gave it and USPS is just slow but I would say probably the senders fault for delaying.

Either sender delayed shipment after generating the USPS label, or the San Jose postal system was overwhelmed with Christmas deliveries. You could ask the sender for receipt / proof of delivery. After USPS handoff to shipper / UAE, there will be no more tracking by USPS.

Thanks guys , after few years of daily business with different USA suppliers , I'm 99% sure its not USPS mistake , I have at least 4 shipments a week through USPS without any issues ,
But I wanted to make sure at least few people has the same conclusion .
Anyways the sender is very rude so I just don't want to deal with him directly and I started a dispute with paypal .
I hate with unprofessional people starts messing with customers time and money too ,

The sender told USPS to expect a package on November 16. However, USPS did not see the package until December 3. The San Jose facility finally sent it out on December 4. Once the package leaves the country, it is now up to that country's shipping service. Unfortunately, that's when the tracking stops in most cases. Most likely the destination country's shipping service still has the package.
